System Failure, Not Opinion

DSPs self-report usage from event logs only they can see. Labels and distributors define the royalty base and deductions. Publishers, CMOs, and the mechanical licensing collectives sit between the services and the songwriters. Two forces compounding the failure

AI ingestion without provenance

Generative music systems now operate at platform scale, trained on human catalogs with no consent records and no pre-training baseline. Courts require chain of custody — proof of ownership, access, and use. Without a timestamp that predates ingestion, creators have no legal standing to challenge AI training on their work. Once the models are trained, retroactive proof is impossible.

The deal-structure loophole

Rights are monetized through agreements structured as "partnerships," "data arrangements," or "technology deals" — anything but a license, because the word license triggers the royalty-sharing clauses in the creator agreements those same companies hold. Every registered work — musical or otherwise — receives a GovID: a cryptographically anchored identifier layered on top of existing identifiers (ISRC, ISWC, ISBN, URL) that seals authorship, contributor splits, and contract history at the moment of registration, timestamped before any AI ingestion can occur. That timestamp is the pre-training evidence baseline: the only record that survives a legal challenge.

Copyright is the right. The Birth Certificate is the proof. Copyright vests at fixation — but enforcing it requires evidence of authorship, date, and chain of custody. The DBC does not replace Copyright Office registration; it supplies the sealed, verifiable record that supports registration, strengthens the claim, and survives the dispute. The right without the proof is a right that costs $50K–$250K to exercise. The right with the proof is an export.

Multi-source truth, anchored beyond alteration

MRGI never trusts a single feed. DSP statements arriving through distributors, mechanical-collective / PRO / CMO statements, and creator-authorized analytics are reconciled against each other — expected vs. reported by work, period, and territory. Anchoring runs dual-layer: Algorand for public cryptographic anchoring, Hyperledger Fabric for permissioned enterprise processing, with private data kept off-chain. RunGate™ pins the engine version to every input hash, which is what makes every certification reproducible for court testimony.

The pre-training baseline is automatic: the GovID registration timestamp precedes any ingestion event by construction. When a training use is detected — audio, video, image, or text — MRGI checks the work's consent controls, logs the event immutably, and, where consent is absent, records the violation with the evidence a rights claim requires. The protection is format-agnostic because copyright is format-agnostic.
